CONTRACTS ADMINISTRATOR

This position is available in the Oak Ridge, Tennessee area. The position reports to the Chief Financial Officer (CFO) and it is a part-time position expanding into full-time in the next two years or less.

JOB DUTIES

The Contract Administrator Position is responsible for managing both federal and commercial contracts, supplier negotiation, negotiating contract terms and conditions, supplier management and collaboration with internal departments. This position is responsible for managing the contract database and all associated files. Duties include assisting with contract development, administration, tracking and analysis, as well as communication of suppler performance and contract compliance. This position is responsible for contracts for tangible goods, technical and professional services; must be proficient in contract development, contract standards and language. Review modifications, extensions and contract closeout documents. Monitor vender performance and make recommendations for improvement when appropriate. Prepare and distribute reports and statistical data to facilitate planning and maintenance of accurate contract records and files. Coordinate with all levels of management to gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices and procedures. Administer large, long term contracts including. Participate in and provide support for initiatives such as supplier enablement, contract management, project management, problem resolution, and customer support.

QUALIFICATIONS

Degree in contract administration, public administration, business management or a closely related field is strongly preferred. Five to seven years experience in the procurement/contract field is preferred. However, any equivalent combination of education and experience sufficient to perform job duties may be considered.

Certified Purchasing Manager (CPM) or Certified Public Purchasing Officer (CPPO) preferred, or have the ability to obtain within first two years of employment. Certified Federal Contracts Management (CFCM), Certified Professional Contracts Manager (CPCM) designations preferred, but not required.

Comprehensive knowledge of federal acquisition regulations and other applicable government regulations is required.

DESIGN ENGINEERING MANAGER

Job Responsibilities:

DIRECTOR OF PROJECTS

This position reports to the Chief Operating Officer (COO).

The position is located at the regional EnergX office in Oak Ridge, TN.

The Director of Projects is responsible for providing project leadership, integration and corporate oversight to projects of varying size, scope, and complexity. The Director of Projects reports to the COO and works closely with the leadership. The Director interfaces with EnergX project managers on a daily basis in order to ensure that all project objectives are being met; corporate risks are mitigated and minimized; revenue and profit goals are achieved and personnel resources are efficiently planned for and applied.

This position requires day-to-day integration of project teams, communication with key stakeholders and subject matter experts to ensure successful project execution, as part of the overall EnergX business strategy. This role includes direct interaction with a broad range of senior, technical and functional management and subject matter experts throughout the organization and with customer organizations.

Responsibilities:
    Oversee the entire project cycle, from supporting marketing and proposal development, through project execution, to project closure.
    Oversee the management of the 9 Knowledge areas of Project Management on each project, including: scope, time, cost, resources, risk, communication, integration, procurement, and quality.
    Perform all duties as a senior member of the EnergX executive team; support strategic development and demonstrate implementation leadership.

ELECTRIC UTILITIES BUSINESS DEVELOPMENT MANAGER

This position is located at the EnergX regional office in Oak Ridge, TN
Reports To: Sr. Vice President, Business Development

The Manager is responsible for planning, development and implementation of EnergX LLC business development strategies and plans for the electric utilities market. The Manager ensures strategies and plans are consistent with EnergX strategic planning and in support of strategic business goals.

    Responsible for developing and promoting the EnergX brand and corporate identity in the electric utilities market.

    Responsible for identifying and targeting business opportunities that will provide the growth (revenue and margin contributions) and strategic positioning to achieve the EnergX strategic growth plan.

    Responsible for identifying strategic business relationships that support specific captive opportunities and growth in the electric utilities market.

    Responsible for creating, implementing and measuring the success of a comprehensive electric utilities business development program that will enhance the organizations image and position within the marketplace and the general public, and facilitate internal and external communications.

    Ensure articulation of EnergX desired image and position, ensure consistent communication of image and position throughout the organization, and ensure communication of image and position to all constituencies, both internal and external.

Prepares cost estimates for quotations of services or processes.

Compiles itemized materials and price lists from project specifications.

Computes cost estimates of materials, purchased equipment or subcontracted work and labor

Creates detailed schedules using Primavera 6 (P3 at a minimum).

Cost analysis and management using Primavera Cost Manager.

Participate at all life-cycle phases of projects to provide scheduling, budgeting, forecasting, cost control and cost analysis.

Measures and reports variances to performance standards, identifies out-of-control variances, investigates causes, and suggests solutions.

Assists in developing management information systems for planning and control purposes.

EDUCATION AND QUALIFICATIONS:

Bachelors Degree and 7 years experience. If no degree, 10 years experience.

Proficiency creating and managing detailed schedules using Primavera 6 software (preferred).

PROJECT MANAGER / PROJECT ENGINEER

Role:

Ability to work independently and with minimal supervision as well as a team setting.
Federal government funding process is an asset.
Managing projects in the framework of a Performance Measurement Baseline (PMB).

The Opportunity:          WEC is seeking an experienced project management executive to manage all aspects of AP1000 Projects including oversight of contractor performance according to the terms of Engineering, Procurement & Construction (EPC) contracts. Priorities and Responsibilities:

Leadership:  Provide overall project management for the AP1000 Project while ensuring high standards of performance in support of the EPC contract objectives. Lead by example in modeling the values of safety, integrity, teamwork, and excellence. Achieve and exceed company goals for safety, project and operational excellence.

Strategic Planning:   Create project schedules that lead to successful completion of projects in accordance with client objectives. Oversee all aspects of developing and integrating the AP1000 Project. 

Communication:  This position requires an experienced communicator recognized for having successfully held prior positions with similar scope, budget authority and short/long term objectives. This position will provide status updates throughout the stakeholder community including:  to owner;  designer; licensing;  construction staff (including sub-contractors); labor force; and operators.

Supervisory Responsibilities:  The Project Vice President will oversee and manage a matrix organization with representatives from Westinghouse, partners, owners and contractors.  This position will also supervise and oversee the EPC contractors through the life-cycle of project development.

Special Experience:  The ideal candidate will have broad experience of 10+ years in nuclear life-cycle including design, procurement, construction, operations, etc… Construction/Construction Management experience is vital, especially in nuclear facilities. Strong project management skills are required and experience with success in large-scale projects in plant construction is strongly preferred. Experience working in a consortium or joint venture organization/project preferred, but not required. NRC experience is highly desired.

 Additional Duties and Oversight:

R   Provide overall project management for the AP1000 Project, including:

o        EPC contract interpretation and administration for the Contractors’ joint completion of the Project.

o        Coordination of the actions of the Contractors so that the timely execution of the project can be realized.

R   Implement and maintain Project Schedule.

R   Define and ensure implementation of all overall quality requirements.

R   Act as day-to-day contact with the Owners.

R   Brief Management Committee on Project Status and present to Management Committee recommendations on matters that exceed the position’s limits of authority.

R   Oversee the management of bookkeeping, record keeping, and other Project functions.

R   Budget and monitor Shared Project Costs and invoice Contractors as necessary

R   Present the Contractors’ records and books of account, including Shared Costs, at the scheduled Management Committee meetings; and, make such records available to Contractors at reasonable times.

R   Submit to Owners’ requests for Change in the EPC scope.

R   Submit to the Contractors any Owner proposed amendments to the EPC contract and coordinate necessary approvals.

R   Assist in preparation of any credit support and insurance claims.

R   Coordinate Third Party services provided to the benefit of both Contractors.

R   Coordinate any credit support and insurance of the Contractors per Article 8.
